Provider magazine quotes Tiffany Downs, a partner in the Atlanta office and head of the employee benefits group, in an article about the Health Care Reform delays announced in June 2013.
Downs is quoted, "We're recommending that employers proceed as if the ACA is going into effect in 2014 and that they use the transition time to work out the kinks, while that are no financial implications from penalties. This gives businesses time to develop Plan B if their initial program isn't complaint. If you don't offer coverage at all [during the transition], it takes more time to get up and running."
